Statewide and multi-county resources

  • 2-1-1 Arizona: Dial 2-1-1 for referrals to local bus routes, transit fares, gas vouchers, senior rides, and non-emergency medical transportation. Assistance depends on local programs and eligibility.
  • AHCCCS non-emergency medical transportation: Eligible Medicaid members who cannot arrange their own transportation may receive rides to covered medical services. Call your health plan’s Member Services number on your insurance card to ask about arranging a ride.
  • ADOT rural public transit: Section 5311 grants support public buses and shuttles in rural communities, including tribal areas. This is a transit funding program. Use AZ Ride Info to find a local operator and its routes.

Maricopa County

  • Valley Metro: Fixed-route buses and light rail throughout the region. Check routes, fares, and accessible service options before traveling.
  • HelpMeAZ transportation directory: Listings of agencies offering bus-pass assistance, including resources for people experiencing homelessness. Contact the listed agency to confirm current availability and requirements.
  • AllThrive 365 and Northwest Valley Connect: Free and low-cost rides for older adults and people with disabilities in parts of the West Valley, including Sun City and surrounding communities. AllThrive 365 also offers Freedom Express senior rides in Wickenburg. Service areas, enrollment, and advance notice vary by program.
  • Chandler Flex: On-demand shared rides within its service area.
  • Tempe Youth Transit Pass Program: Free transit passes for eligible Tempe youth ages 6–18. Check residency and registration requirements.

Statewide housing resources

  • Arizona 2-1-1: Call 2-1-1 for local emergency shelter, utility assistance, and housing crisis referrals in your county.
  • Arizona Department of Economic Security (DES): Connects residents with community partners for emergency shelter, homelessness prevention, and rapid re-housing. The former Arizona Rental Assistance Program is closed to new applications. Use local county or community assistance programs for current options.
  • Arizona Department of Housing (ADOH): Coordinates the Balance of State Continuum of Care serving the 13 counties outside Maricopa and Pima, and provides information on weatherization and housing assistance. For homebuyer down-payment assistance, explore the separate HOME Plus program.
  • AHCCCS Housing Program (AHP): Permanent supportive housing and housing subsidies for qualifying members, primarily those with a Serious Mental Illness designation, with limited assistance for some other behavioral health needs. Members generally contribute up to 30% of income toward rent. Ask your behavioral health provider about eligibility and referrals; housing is subject to availability.
  • AZ Law Help: Information on tenant rights and access to legal assistance for housing and eviction concerns. Call (866) 637-5341 to check eligibility for legal help and find the program serving your area.

Phoenix metro

Maricopa County

  • Housing Authority of Maricopa County (HAMC): Housing Choice Vouchers (Section 8), Family Unification, and HUD-VASH veteran housing programs. Check application procedures, referral requirements, and waitlist status for each program.
  • Maricopa County rental assistance: County Human Services coordinates assistance for residents outside Phoenix, Mesa, and Glendale. Residents of those cities should contact their city programs. Call (602) 506-0589 for general inquiries and confirm current eligibility and funding.
  • Family Housing Hub: A coordinated access point for Maricopa County families with children under 18 who need homelessness services, including emergency shelter. Visit the Hub’s website for access locations and intake details, or start with 2-1-1.

  • Emergency Eviction Legal Services (EELS): Free legal counsel for qualifying tenants facing eviction, with navigation support and connections to other community resources.
  • Community Action Agencies: Local contacts for utility assistance and short-term housing relief in Tucson and surrounding Pima County communities. Programs and available funding vary.

  • Birth to Five Helpline: Call 1-877-705-5437 (877-705-KIDS) for free infant and early childhood development guidance. English- and Spanish-speaking specialists support Arizona families with questions about feeding, sleep, behavior, and other early childhood concerns.
  • AHCCCS family support services: Members can ask their health plan’s Office of Individual and Family Affairs (OIFA) about family support providers, advocacy, and local resources. Use the official OIFA contact directory or call Member Services on your insurance card if a contact changes.
